The jist is if any character experiencing this behavior was created after the change was made to Threads of Fate, it is intended that they can’t utilize it. Until Blizzard changes something about that, those characters are pigeonholed into the campaign.
If the character existed before that, they did still say you shouldn’t be able to access it unless you had already activated it.
