I have 4 level 50 characters. The one with the lowest ilevel is ilevel 105. I’m set.
Fresh boosted characters get ilvl 66 to 68 gear, with a 104 ilvl HoA.
So what are they without the neck?
It’s really only worth doing on any characters you’ll want to play in the first patch imo.
Otherwise I wouldn’t waste your time. SL questing will be easy enough that you really just need have all your slots filled, they could be heirlooms even.

I doubt .4 will make that much of a difference. The ilvl of the boost is fine to enter but of course you won’t kill as fast as someone with an ilvl of 100 or higher
I copied over an Arms Warrior to the beta that had just hit level 50, ilevel of around 57. I was having no issues and it really didn’t feel like I was taking that much longer to do anything with him either.
From what I remember of the beta, if you play the story chain like normal, starting in Bastian, the quest reward gear from Bastian was like, iLvl 87-90 iirc, which means if you deck out in Mythic 0 gear before hand, you should be getting upgrades pretty much right away, or won’t be under geared atleast.
In my case, I transferred Denndei over to the beta with an iLvl of 117 and didn’t get an actual iLvl upgrade piece until about the end of Maldraxxious when I was around 2/3 into lvl 54.
Maybe 1 hour at worst. The primary effect of starting off with a higher ilvl is that you have less combat time and, by extention, less downtime from needing to heal from said combat time, while the majority of time spent levelling is from travelling around the map.
I’m currently in the process of getting my iLvl 60-70 characters (generally, lower-level rings/trinkets, a barely-teens HoA necklace, old Legion artifact weapons because they’re iLvl 70, and 9 pieces of Benthic gear at 66) up to iLvl 80-ish.
I figure getting two a day (weapon from Nathanos, two or three iLvl 100 gear from vendor, and maybe one or two iLvl 110 armor from elite drops) to iLvl 80. Then, if there’s still time left (I think it ends in 8 days?), I’ll keep trying to get drops and/or more vendor gear.
To be clear, ilvl 70ish means you’ll cruise through with no problems.
Lower ilvl characters will still be able to level, but will need to use cooldowns and pull carefully. Until they get a few quest rewards and then they’ll be fine.
Leveling has never been difficult in this game.
I remember in MoP, I had a Feral alt, and I was so disgusted by how feral was at the start that I just vendored all my gear and switched to boomkin. With nothing but a weapon and a loincloth I went to Pandaria and slowly killed things and got armor through quests. No problem.
