Resubbed, level 51, working through Bastion. Prior to SL I had almost finished Legion and was leveling as Fire, however for whatever reason I find myself struggling with multi-mob pulls and general survivability with Fire.
Frost feels a little better but general consensus is that Fire is the best spec right now, but is that only at endgame dungeon content and PvP? What’s generally considered the best leveling spec?

I play frost but I leveled as arcane I found it quicker to kill things and didn’t have an issue with survivability.
Use whatever feels best to you to level up with.
All specs are pretty decent for leveling but I prefer arcane. Chrono shift & slow help a lot with mob control. That said, if you’re planning to play fire at endgame, you may want to level as fire just to familiarize yourself with it.
Im levelling my mage, 57 at the moment… frost… so painfully slow.
If frozen orb is off cd and no procs takes like 10 icebolts to down 1 pox mob, better to just do dungeons.
And I get so much satisfaction pressing my no1 button… fireblast.
