Shadowlands: How Do I Get to the Maw?

I finished Revendreth and followed the Questline back to Oribos, but once I did the turn in, I expected to be sent to the Maw. But no quest was offered. I can’t jump into it because if I try, I end up on one of the pads outside the entrance to the Maw.

What am I missing?

Unlocking covenants and the Maw require level 60, so if you skipped the side stuff while leveling, that could be the problem. If the character is already level 60, see if Tal-Inara in the Enclave in Oribos has the option to let you choose a covenant.
