Shadowlands - Fist of Stone Weapon Proc not Working

When leveling in shadowlands, This dropped from Maraudon dungeon. However after over an hour of testing its proc to restore mana, utilizing both healing spells and melee swings/abilities - this did not proc at all.

This was tested on a level 15 character however this is not working even at higher levels beyond level 30+

I assume there is a hidden level requirement to the proc effect basically rendering it useless to anyone running the dungeon at its native level requirement.

Bumping this post

I would like to add as of May 22, 2021 this item is still not proc’ing. I got it on a level 20 paladin and have yet to see it proc as well. I also got the Price of Progress trinket from scholomance as well and it does indeed proc normally. So this really shouldn’t be level restricted. I hope someone picks up on this issue and fixes it.
