So it looks like Shadowlands Chromie Time is bugged right now? I decided to do this so I could try and snag the Bone Manual for my hunter while leveling but nothing in Maldraxxus is scaling. Its all currently level 50.
I tried logging out and it did not change anything. I tried going back to chromie, switching to a different timeway, switching back and nothing is scaling. Everything is hard locked to level 50.
I thought maybe it was just one area of Maldraxxus but everything seems to be stuck at level 50 in the zone.
UPDATE: So, we figured out what breaks it. Currently the WQ Mode, IE skipping the linear story mode, is not configured for Chromie Time and will hard reset the scaling to what it was when Shadowlands was the current expansions (IE 50-60) I am thinking that it is an oversight that was never corrected for Chromie Time. So if you plan on leveling in Shadowlands on an alt, until the bug is fixed, do not pick the WQ mode or you will break Shadowlands Chromie Time.

Shadowlands HAS no timewalking
… Chromie Time… I get I made a flub with the word, mixing up “Chromie Time” and “Timewalking” but it should of been pretty obvious what I was talking about with what I explained…
what level is the toon your doing all this on?
My character is currently level 34.

did you double triple check you where in SL chromie time?
Nope, same issue. And it’s weird because Oribos the guards scaled down to 10 on this alt but when I get to Maldraxxus everything is hard locked at level 50 on both characters.

And it’s not just the UI, the enemies are actually 50. Trying to fight them ends we me getting absolutely wrecked.

So with testing and help from Wario we have figured out what step is breaking Shadowlands Scaling. If you pick the WQ Non-Story mode that lets you pick what route you wanna take in Shadowlands it breaks the scaling. (Option 2 here)
Back in Shadowlands this option allowed you to level non-linearly in Shadowlands on alts. Something tells me something was missed and this should not be intended. I know Shadowlands is everyone’s favorite expansion so not sure how it got missed 
I believe what’s happening is when selecting this mode, even in chromie time, its defaulting back to how it was in Shadowlands and resetting the Chromie Time scaling to 50-60 which is how it was in Shadowlands instead of 10-70 which is what it should be with Chromie Time enabled.
So until this is fixed, anyone wanting to do Chromie Time Shadowlands can’t do the non-linear alt option or it will brick shadowlands on that toon and there is no way to undo it.

Any way to fix this, though? Because this was absolutely not the case prior to 11.1.7; I leveled a monk during the previous patch using Chromie Time and skipping the leveling campaign (going straight to WQ mode) and had no problem at all. But the mage I created after the 11.1.7 patch ran into this exact problem. Which is a bummer because I actually wanted to level in Shadowlands.

Dont think you can go back after you pick skip the leveling campaign
Nope, once you do it then Shadowlands leveling is basically bricked until Blizzard fixes it
once you select that option you can’t go back.
