It isn’t an “arena” problem. All of PvP is trash this expansion. It’s in the worst state it’s ever been in.
Why should people who played the game like a job the first month have guaranteed placement on top of the ladder so they can spend the rest of the expansion doing paid carries for cash with your blessing?
The game is supposed to be about progression. When most of your opponents are glads who have tanked their rating to sell carries that they use their elite gear to crush you, there is no progression possible.
Devs explained before wod why they were moving away from rating locked gearing. Because they thought it was bad for the game.
Casual PvP used to be about providing entertainment to the masses, half of whom ran randoms for entertainment value during wrath.
