Will they still be covenant locked or are they removing that restriction?
That restriction is removed once you hit level 80 renown for that cov.
Meaning if you have each cov at 80 every char can use the appearance.
They haven’t been covenant locked for ages now. The only req is only char be reown 80 then its acc-wide, that means mounts and titles too.
