As shadow do I let mind flay fully cast? or do i cut off early in favor for other spells?
Cancel it to cast higher priority spells.

If you’re playing archon though, when you get mind flay insanity, I believe you let it fully cast.

If your mind flay turns into a mind flay insanity then you always fully cast, it’s huge damage. Otherwise, mind flay is your filler and canceling it early doesn’t affect your damage. It doesn’t ramp up. each tick is the same thing as pressing another smite.
