There is an issue with the patch notes and the way the ability is actually being used in the game ever since patch 9.0.2 released on 11/23/2020.
Shadow Priests Void Torrent ability does not work as suggested by the patch notes provided below. The Devouring Plague (DoT) does not apply to the target upon use of Void Torrent like it says. I thought this was something that got updated and taken away so I didn’t realize it until now, but then I realized since pre-patch and the launch there was a mistake that was made and now we no longer have the ability working like it did in pre-patch.
-Void Torrent no longer pauses your Insanity while used, but now applies Devouring Plague.
-Void Torrent’s duration reduced to 3 seconds (was 4 seconds) and damage increased by 20%. Void Torrent now generates 60 Insanity over its duration (was 30), no longer refreshes your damage over time effects, and its cooldown has decreased to 30 seconds (was 45 seconds).
Please resolve this issue for the ability to work as intended, suggested by the patch notes. Please feel free to reach out to me with any questions. Thank you!
Your last bullet is the entirety of how the ability is supposed to function.
The damage increase, duration reduction and insanity generation made up for the DP.

The confusion is because they implemented the change where it applied a new Devouring Plague but didn’t change the tooltip to indicate that, it still said it refreshed ALL dots. So the last bullet point is referring to how the tooltip described the ability not how it actually functioned meaning that since it said it refreshed ALL dots they stated it no longer does that rather than referring to a functionality that wasn’t disclosed in the live tooltip.
Keep in mind the at the time they were managing at least three different versions of some abilities (Live, Beta, and PTR) so there was more than one mistake in the live patch notes (ie the Live notes said that Devouring Plague returned 300% damage done).
They appear to be two separate references on the same patch. Meaning it no longer refreshes your vamp touch and SW pain. On another note, it no longer pauses insanity and applies but now applies Dev plague. The way you’re making it sound is that its a series of updates in chronological order and this is the latest adjustment to it. It was all at once on 11/23 shadowlands launch.
The tooltip says the second part, yes. However, what happened to the first part? Completely disregarded with no mention of retracting the statement? They mentioned the fact that it no longer pauses insanity generation. Why wouldn’t they say “No longer applies Devouring Plague.” somewhere then? I think a mistake may have been made. It worked the way this way during pre-patch and then they got rid of it with no mention during the launch. I think there may have been a mistake somewhere.
It doesn’t say “No longer applies devouring plague” because it never said “Applies devouring plague” on live, it just said it refreshed it along with the others even though that wasn’t technically what it was doing for a short time.
This isn’t a bug, this same “issue” was brought up and hashed out awhile back. It’s just a product of several iterations of the ability in a short time and bad communication.
