Well, if you want a 4 str 4 stam leather belt, then yes.
I just ran SFK at lvl42 with my druid and one lvl 23 guild rogue, we got one of the BoE’s to drop by the horses. It currently is on AH for a cool 130G on Thalnos Server. The other one in AH is at 150G. I know it is all part of RNG, but I was farming leathers and other things too experiencing your same problem. Try it once, see if it drops, then carry on questing and selling leathers and bandages
