Severe CPU throttling when game is launched

This just started happening in the last few days and I’ve tried everything I can think of to fix it.

What happens is that my CPU (Ryzen 7 2700x) will be sitting at around 2.50 GHz while idling. As soon as I launch WoW the clock speed craters to 0.52 GHz. It can’t be add ons, because it happens on the login screen before any of that would have loaded. I’ve gone into the BIOS and disabled virtualization. I’ve turned off Discord overlays. I’ve put Windows into high performance mode. I even tried disabling add ons (even though, as I said, it starts dropping before any add ons could even be loaded). As soon as I close out of WoW, it goes back to where it was before.

My first guess would be temperature. what temp is the computer running at idle.
