The healing concern is that they need to be able to survive 1 on 1 in a BG since they cannot return fire, but in arena they need to be solo-able since there is less opportunity for pile up on the healer.

I wasn’t aware all classes/specs were required to be equally good in arena. Dks in that scenerio still have a lot less mobility than rets.

You can buff arcane mage damage all you want. The spec is a hot mess mechanically this expansion and no amount of damage buffing is going to fix that.
