The options toggle on the interactable key and the action targeting toggle keep getting turned back off, no matter how many times I change them. I’ve tried reloading, resetting, turning off all addons, but nothing is solving the issue. When I queue into an instance like a dungeon or BG, they are toggled back off. When I quit the game and log back in, they are toggled back off. Not sure what to do. Is this something akin to the new edit mode layout not saving?

You’re not alone. I don’t see it being addressed anywhere either, which is kind of scary.
Delete youre wtf cache and interface folders in the retail files. Dont be on thengame while doing this. Then open a brand new client log on to a character change your settings. All while addons are off save the settings you want. Then log off the game and exit the client thru the exit butt on the character/log on screen and re open a new client again see if they save. I uninstalled all my addons before doing this when my settings finally saved i redownloaded all my old add ons and it still worked.
I am so frustrated with this right now. I have done everything that everyone has suggested and they still reset every time that I log out or switch characters. I don’t even want to play because it is such a hassle to keep fixing the stupid UI. I can’t believe that with so many people having this issue, that they have not addressed it. I have paid them every single month for 15 1/2 years and have never felt this frustrated. At this point, I feel like the game is not worth playing with this issue and they need to credit our accounts until they fix it.
The reset on November 1st fixed this issue for me.
