Does set gear switch for what spec you are? In other words, do the set bonuses update if I switch from Frost to Fire?

Yes it does. Tier sets are no longer punishing for players that enjoy playing multiple specs.
On you character tab up the top theres tool where you can set gear to a spec & save the loadout.
