so i went to the PTR and tested those shoulder enchants that gives set bonus and for some if not most classes these are huge must have. but i imagine a huge storm coming to pvp.
should we make their effects pve only?

I’m surprised there hasn’t been more discussion about these new shoulder runes. The devs can barely handle balancing PVP around existing set bonuses so they decided to add another layer onto it with these new set runes.
I’ve poked around on the PTR and sets that reduce spell CDs or inherently increase damage all stack when the actual sets are combined with the same shoulder rune

4p Draconic for Ret Paladins with the same on your shoulders makes Judgement, which is off GCD, have no cooldown. Thus, you can just scroll wheel or spam Judgement and do insane damage. Presumably this will be changed to not allow the player to use the same shoulder enchant as a set bonus they’re wearing, but it still hasn’t been changed on PTR.
On a dummy with no debuffs on it you’re at like 14k DPS.
