How do they determine the population of a server? I see that a lot of them are full but the games not even playable.
So do they go by how many characters have been made or are there actually people sitting there on the character select screen waiting for the game to come out?

No, it’s 3 per account period right now. You can have all 3 on one server.

You can make 10 characters on a server at launch, but you can only play 1 at a time.
It actually is. It’s how many people are staring at their character login screen. A server is marked as full when too many people are looking at their NE Hunters.
yes but “active” is misleading. Also, they can’t account for people that haven’t made characters yet so that’s why they are constantly deploying new servers

Damn, I know I’m eager for Classic to start, but not that eager!
Right now, it is unique accounts on the server, when the game is live, it will be the number of concurrent players on the realm, so it may dip between Medium and High for example throughout the day as peak time comes and goes.
