Only if you can, without using Google, list all the major languages spoken in North and South America.
It’d be nice to get Oceanic on their own for their sake (ping) but there just aren’t enough players.

Regions are Regions, not Language Filters.
Just because NA Servers are so US-centric doesn’t mean the others don’t belong here.
(OCE kinda sucks because ping, but they don’t really have another option since they’re not going to be on the China client, which probably would have similar issues anyway).

I have friends in LA that I play games with.
My ping to many places in LA is the same as it is to west coast America.
They’re normal human beings that enjoy games and share the same bell curve all people do in skill.

Many of them are capable of English, as well, but none of them are obligated to converse with you in English.
Agreed, as Im not required to in their language either. Thus, separate the pools.

We are talking about wow which is still running on a 20 year old framework, sure the engine may have seen a few updates here and there but thats it.

Yet as @Oniana points out, the AI on the 20y old framework can run a Follower Dungeons controlling 4 characters and their rotation just fine (it can even have the NPC tank lead the dungeon).
This isn’t a graphics rendering thing, it’s a language translation thing limited to the party-chat portion of the code (so unlikely to break other game features if they touch it).
If they can translate my English chat input into Orcish (or whatever gets spit out when Horde and Alliance try to talk to each other in the /say channel), then they can probably fit in an English<->Spanish and English<->Portugese auto-translation “on the 20y old framework.”
The reason that we don’t split off Oceanic because the WoW population is too small to be viable (it’s not ping or language). The same reason applies to LA/SA… the population of WoW players in Brazil, Argenina, and Mexico (+ others?) is too small to be viable if they were split off on their own.
Subsequently, your request falls on deaf ears… the devs have their reasoning and you have no compelling case to change their decision.
This topic makes me want to go make friends with all the good people down there in Ragnaros.
