Skull is real hardcore. Have to do things yourself, hardcore style.

If blizzard hires me i promise to do restructuring. Step 1 I will fire over 1k blizzard employees. We will then do a full join SQL style of all HC servers. If it goes wrong we will just del all the servers and then make 1 HC server.
Delete and start new with one server to rule them all.
Steal the HC achievement addon and fold that into the new server.
Bada bing bada boom, everyone is happy.

yes, this is a good idea and i 100% would back it. especially because the server merge sounds kind of hard to accomplish.
