LOL, i swear every time they do maintenance they estimate a 2 hour downtime, and then it becomes 4, then 6.
Do you think it is poor project management that leads to the downtimes extending or just an outright lie in the beginning?

You are correct. And, they really need to do better. I’m trying to remember if I can recall an expansion with this much repeated server downtime, week after week. Typically, the response is that they are trying to make improvements to the game. And, just as typically - I think I can live without them.

At this point its every week just extend the windows they notify in the beginning , honestly they should add another day sub
20th anniversary for the World of Warcraft.
They are going for the true-classic original-vanilla experience.
