Logged in to find that my honor tab says I have sergeant rank, however I do not have the title and I while I CAN buy sergeant items like the cloak I cannot equip it.
Im getting the same issue.
it updates strangely, same issue from classic you might have to wait a few hours. Mine hasn’t updated yet.

Probably a bug. Did you try relogging? Some have said relogging fixes it

You’re Sergeant for last week, but you haven’t attained it for this week yet. Get killing so you don’t lose your rank.

I have the title, rank, and still can’t wear the back piece.
It usually takes some time. Sometimes all day. Relogging does seem to catalyze it appearing tho, when it’s ready.
That’s an SoD bug. Just relog and you’ll be able to wear it.

about 11.5k honor to go from 1-3 in a week. Not sure 2-3.

That’s kind of a jump from the corporal rank lol
Rank 2 > 3 was supposedly around 5k honor. I can confirm later today when I log in.

Had this issue. Logged out and back in, and I could equip it afterwards. I think it’s something to do with validating the character at login, rather than as you check the vendor.

just relog, all you gotta do is relog after you buy the item.
Its 11.5k honor in a single week to get rank 3.
Yes. I was rank 2 and successfully hit rank 3 on reset. It’s about 5k honor.

Interesting. I’m at 5350 right now and at 0% into Rank 2. Guess we’ll see.
Update - I did hit rank 3 with that much honor so it does seem like 5k is correct.
