Sepulcher Transmogs and the Creation Catalyst in DF

Is is possible to get normal Sepulcher tier transmogs with the creation catalyst? If so, what item level does the gear need to be?

The catalyst is certainly still available for use. I also believe you can transform gear obtained from sandworn relics into LFR gear, which may be able to be transformed to normal gear. It would certainly take a while to get full sets though.
