If you have two separate wow accounts can you send gold back and forth to your alts?
As long as you’re on the same faction and same server (or same group of connected realms) you can transfer gold between your characters.
Edit: I mean, you can technically transfer gold between anyone who is on the same faction and server as you too…but yes, alts are totally fine 
If they’re under the same battle.net account, the mail will be instant too.

Do you mean is it possible? Yes, as long as the two are eligible to send mail to each other.
Do you mean against ToS from transferring from one account to another? Yes also fine, since you are not trading yourself any out of game benefits for the gold…or are you? 
It’s two separate battle.net accounts. I want to have my main account send gold to my other to help my alts out.
Starting on a fresh account is a little annoying because you have absolutely nothing.
Still totally okay, just that the mail will take an hour to get from the sender to the receiver. But that’s really the only down-side.

Not really no. My understanding is that sending an extremely large amount my trigger some red flags for Blizz, but as long as everything is above board on where the gold came from, then you should be fine.
I’ve sent plenty of gold to other accounts like my wife/friends/etc. over the years and been fine.
why is it that now I can not send gold from my main to my alts? Nor can I send gold between my alts? This has never been a problem until the latest patch.
This isn’t a problem for me I send gold to alts all the time.
