Is this one of the best PVP traits? Seems pretty nice that you can get four overpowers off in two globals.

No its not. Its a very decent M+ talent but for pvp it is nowhere close to being enough damage to mater.

What are the good ones? Any PVE pieces worth for me doing mythics or raids for for PVP?

Arms traits don't really matter in PvP. You can run anything and still top the dps charts in a 2v2/3v3/BG.

2nd ring and 3rd ring are more important.
