“Return later to see what Bolvar has planned.” for part 7
Everything online says it should jus be unlocked. Even did LFR Jailer to complete that quest just in-case, so, locked out of getting Unity completely.
Did you return to Exiles Hollow to Firim? Try that.

You know, I did not, in fact, do that. Nothing pointed me over there at all but he does seem to have the quest to at least trigger it, so here’s to hoping that was all.
I guess edit bug report:
Make sure to point to Firim for part 7 rather than “return later”!

I had this issue as well, it is fixed by inviting someone to a group that has NOT done the Zereth Mortis questline and starting party sync. Don’t ask me why, but this made the quest available to pick up. The person you invite CAN be level 50.
