This portion of the secret is not working for multiple players. The Compiled Report quest if you are lucky auto completes and you get credit, but a majority of us have not been as lucky.
We are unable to get the quest due to either having full inventory or having the quest item say “you do not meet the requirements of this quest.”
Attempting to delete the item also to hopefully re pick up the quest is causes an impossible scenario since the notes disappear after finding all 6 and the quest item cannot be obtained anymore.

This happened to me! My inventory was full which caused the quest “a complete inventory” to fail and I am unable to pick up the note again.

This is what happened to me. The last note bugged out and closed before I could read it, so I went online to look at walkthrough to see what it said. All the guides I saw had where the notes were, but not what they said. I figured I would delete the items and redo the quest.
That was a mistake.
I can get the quest again, but the notes do not respawn. I don’t really want it to auto complete either, since then I am in the same position of not knowing what that last note said, and that is the reason I deleted the quest to begin with. 
Going to boost this. I also tried to click on the note with a full set of bags and the note disappeared. Every note did. Don’t know why they didn’t program it so we could reclick it if the quest didn’t get accepted for whatever reason.
In a way, Im glad I had the first note, but yeah. I even went to work on an alt and surprisingly got the same exact thing,
Here it is July of 24 and there is still no fix for this. Am at the first receipt , and can not pick it up , bags are empty , unlike others , i understand quests sometimes have things we must collect therefore i always play with empty bags. However, that is not the issue , i simply can not pick the item up. I’ve logged out n back in and still cant pick it up .
