What patch notes has everyone discovered so far? I found out (second hand) that dual spec is a non-refundable ticket to poverty. Yikes!

No; the report is that it takes your gold without awarding dual spec. While this is a funny outcome, it’s probably not intended.
Umm isn’t dual spec phase 3… thought that started on thursday or did it start today?
The purchase process seems to have started today. There’s other fun phase 3 -related goodies available in game.
Much like phase 2, where a lot of it started the tuesday patch, despite official patch being thursday.
