Will the conquest revert back to the cap like at the beginning of S1?

Probably. It will start at 1350 and increase by 550 per week. Honor might carry over into next season like it did in Shadowlands. You could maybe stockpile honor and buy a full set of pvp ilvl 437 aspirant gear on the first day.
Just ask yourself what’s most profitable for Blizzard, then you have the answer.
Better question is are they going to up the ilvl of the drakebreaker’s set. You could feasibly get a conquest piece week 1 (if you’re not saving for weapon or want the drakebreaker’s weapon), Drakebreaker’s selection, and start stockpiling mats to craft pvp versions of lariat/signet etc for when you have more pieces gemmed. Then if you cap rest of way in vault you’ll have 3 pieces to choose from on weekly reset.
This would be nice. I’m surprised they did that in SL?!
The honor did carry over between seasons, but the aspirant gear was much weaker in Shadowlands. Even if it does reset, 11k for a full set is pretty easy to farm.

in SL honor gear was lower ilvl than duelist/elite conquest gear from the previous season because season honor gear upgrades were locked behind weekly timegated covenant renown ranks
going into season 2 if you bought a full set of honor gear from unchained you were hardcapped at like 3/7 upgrades which were lower than sinful duelist pieces, and significantly lower than sinful elite weapons at 233. honor gear upgrades tied to covenant renown remained active for the entirety of shadowlands which was a hilariously sad reality for any returning player

Oh, i see, TY for the info. Just trying to figure out if blizz will zap honor to 0 at the start of S2 or not. 
I honestly have no idea. Going off SL i’d say no, but our current gearing system is the opposite of SL. But either way if they keep honor gear at 11k only for a full set, i won’t feel obligated whatsoever to get honor this season on alts i may play in s2
