If peeled secrets is a death sentence to be missed once, it is on your raids prep. Pre-pot a greater shadow protection potion and that gives you one failed kick protection. Re-pop them after a kick is failed to give you another kick failure as long as you dont have another go off with the debuff still up.
Also, you can lock Vishas spell so he can’t cast back to back. Rogue kick locks it for 5 seconds, Mage Counterspell 10 seconds and Shaman Earth shock 2 seconds. Use curse of tongue to give you a bigger kick window.
Assuming you are horde, shaman → rogue → shaman can perfectly lock vishas down.
3 mages can do it easier if they rotate counterspells. 30 second cooldown, 10 second lock
Have one person call out kicks and your designated kickers respond done when they kick. “X kicks next, X done, Y kick next, Y done, Z kick next, Z done.”
No one else should kick at all, but the kickers unless a kicker overlaps on accident. When that happens, they should call it out, and the kickers should stop and it’s the rest of the raids duty to hit the next 1 kick so the rotation can be reset with all kick cooldowns up. If you are doing 3 mage kickers the raid will need to prio multiple kicks.
We do allow our mages to interject on the kicks and state they are kicking next since they get to lock the spell for 10 seconds. When this happens to make it less confusing just start the rotation from the beginning instead of continuing who would of been next.
Otherwise, if people are standing in the correct spots(ranged in little cubbies or standing on the ledge floating in air to dodge tornadoes) it should be easily healable to the whole group.
Council does not need more nerfs. It is a fight that is 100% beaten by effective communication now that the enrage timer is at 10 minutes.
