Its not a bot though. I use TSM AH sniper - it scans for you, but you have to actually select a given auction and manually click to buy it. Oftentimes, you wont be fast enough before someone else snatches it up or it gets pulled down.

The problem is though, there’s TSM AH-bot plugin that does exactly what you say TSM doesn’t do, make purchase for the user at refresh rate speeds.
No, they’re not. The OP specifically stated “that SCAN the AH”. He said nothing about scripts or addons that make purchases automatically.
Scanning the AH is one of the functions of Auctioneer/Auctionator.
