Screen stutter/freeze while in combat

I’ve been trying to troubleshoot this and am having absolutely no luck. Hopefully someone here has some insight.

I’m running WoW on a good PC with Windows 11 and a GTX3070 card. I’ve updated the drivers to current and the problem still happens.

EDIT: I should note that this never happened in Windows 10 on this machine. It only started happening after upgrading to 11.

I’ll be in the middle of a Solo Shuffle match or battleground and the game screen will stutter or sometimes sort of freeze but it’s not a complete lock-up. I haven’t really been running dungeons or raiding lately so I’m not sure if it happens in combat in there.

The screen will stay “frozen” until I click the mouse on the game screen.

Apparently, the game cursor turns into an OS type cursor and I’ll get this red crosshair kind of thing.

I’ve run through the usual addon troubleshooting routine for the most part other than disabling weakauras as I’m probably a little too reliant on it lol. But, I think it might be a Windows/background app kind of thing since it seems to be an OS cursor and not any sort of WoW cursor.

This “crosshair” thing won’t show up in an in-game “Print Screen” screenshot. The only way I was able to capture it was to do a screen record with the Windows Snipping tool.

I’ve been trying to keep an eye on the task manager on my second screen when it pops up, but haven’t had any luck spotting it.

Any ideas? (screenshot at link)
