After starting the quest, Celebras goes into his casting motion and says to follow the instructions in the book. Instructions are followed, but he does not advance beyond his casting motion and remains in it until he times out and returns to his original spot. Retrying the quest does not work, as the book is then unable to be interacted with, repeating the failed process until he times out again.
