Look, most are just in hiding. We spring out when things look great (for us). Grandma Wallace, who you buy your muffins from, will answer the call of the Cult when it’s sent out. From muffin seller to plaguemaster.
Also, we at least still have updates on what areas we control. Cough Scholomance/Caer Darrow Cough.
I believe at this point you’re right, it’s getting more into lore-slinging, philosophy on what is canon and isn’t, and so forth.
Which technically speaking could only serve to strengthen the zeal of surviving crusaders.
The Crimson Pilgrims are a minority of surviving Scarlets being that they are ex-members of the Onslaught who followed Mariella Ward in casting off the colours of the Onslaught / Crusade and what both organisations stood for.
They became Scarlets, but were not at the time. The Scarlet Crusade did not exist when the Ashbringer was forged, Arthas had only just began hunting the Cult of the Damned when this meeting took place. But you are mixing both Classic and Comic lore here, and in the latter Fairbanks was never part of the Crusade let alone a High Inquisitor.
Which completely failed because of Balnazzar’s meddling.
