So I was running around and passed a lvl 9 who I tossed MOTW on, noticed no change on her HP bar, and scaled over the buff to see why. It was a rank 2 when I had picked rank 5. Then I found some other lowbies to buff and they all got different ranks appropriate to their levels as well.
Is this a recent change or did I just not notice? I do remember getting a “target is too low level” on a heal recently, but I also remember a bigger druid overwriting my own MOTW in classic.
its been this way since vanilla, pretty sure.
i can’t remember the exact formula, but its something like you can’t hit a friendly with a spell thats learned more then 10 lvls higher then they are.

The rule on level and rank is the same but back in Vanilla it wouldn’t automatically change to the rank suited for the characters level automatically, you had to go into your spell book and choose it.
I think it was a recent change because I buffed a lowbie with AI and it automatically down ranked and I remember thinking wtf.

Not sure on the actual rules of the buffs.
But they are downranked automatically. If i put PW:F on a lowbie, i think at level 14 or lower its rank 1, which is 100HP with talents. Not much but still useful, but rank 2 on a lvl 15 with talents is 260hp which is usually a 50% or so hp increase.

Quick tip. The set bonus for thorns and imp thorns doesn’t scale down much. Power lvled my paladin with this, from 1-20 she could just let mobs powerkill themselves as she ran around. Tip - Don’t join group, just tail and heal/thorns. Low lvl gets 100% xp and can just pull everything in sight constantly.
