The only instance of a scabbard - that I am now recalling - is on the BFA alliance-side mount, Ironclad Frostclaw mount shown here (so I suppose this request is far-flung because of the limited in-game NPC examples)
Would dig if there were mog options for scabbards for various sized-swords/daggers.
