Picked up “Save Brewfest!” quest (https://www.wowhead.com/cata/quest=12318/save-brewfest )
But no matter how I go into BRD (Walk in and to Grim Guzzler, or queue in group finder) the spy is just not there.

Sadly that quest is no longer in the game. There’s no way to complete it now.

did they just remove it today? i was able to abandon and acquire it again a few days ago.

No, the quest itself is still in the game, but the NPC’s you need to talk to in the Direbrew area inside BRD aren’t there anymore. It’s impossible to finish the quest now.
