so as a tank im being punished for grouping with friends bee it timewalking lfr or heroics, i can solo queue and get the cashe, not only that im punished by trying to help people i meet and wanna que again they get insta que and i get no incentive

Why should you get a reward when you aren’t helping the situation, the reward was designed for, i.e. random queues.

help a friend out he gets gear help randys i get 1k gold and 3 augment runes when they need tanks

If you were so interested in helping ‘randys’, you would be queueing with them regardless. You just want to double dip - queue with friends and get the rewards.

Tanks used to sell instant queues and probably still do, so it is highly unlikely they are going to make this activity even more lucrative.
