What’s the point of the debuff if it just falls off before the third soak? There’s no reason to alternate soaks if the debuff doesn’t continuously stack.
You’re supposed to want to split the raid 50/50 and have them soak 1 conquer of each set.
But you can stack healing cds and eat both conquers instead.
