I have a rtx 3080 which isnt the latest and the greatest but it holds up on its own.
so shifty already went over the reasons for the 9800X3D especially with it being so close in price to the 7800X3D , that said the RTX 3080 is a great GPU but the 9800X3D is such a high performance gaming CPU the RTX 3080 will hold it back

In WoW there are going to be times when the game will be primarily CPU limited and times when the game will be primarily GPU limited.
The times when you will be GPU limited will usually be when you are questing in the outdoor world with graphics settings and view distance set to max. Not a lot of character interaction happening, just a LOT of raw textures that need to be rendered.
The times when you will be CPU limited will usually be when you are in a crowded area, or when there is a lot of action in group content. Crowded cities, raids, battlegrounds, potentially even M+ depending on the amount of stuff going on (which is more than ever these days).
So while it goes both ways, generally the times when performance really matters are the times when the CPU will be the bottleneck. The exact threshold will obviously vary depending on exactly how powerful your CPU and GPU are.
Not having the best GPU doesn’t mean that you should give up on the idea of a CPU upgrade. The CPU bottlenecks during raids, epic battlegrounds, etc, can be so severe that you will still benefit from a stronger CPU even if you are using a relatively weak GPU. Also, the game has a LOT of graphics settings that you can adjust. Almost all of them reduce the burden on your GPU, whereas there really isn’t a whole lot that you can do to reduce the burden on your CPU. So if you are not dead-set on running at max settings, that gives you even more wiggle-room when using a new CPU with an older GPU.
Finally, you don’t have to simply guess. If you have an Nvidia card, hit Alt-Z, enable the statistics overlay, and keep an eye on your GPU usage. If it’s constantly at 100%, then you are GPU limited. If it’s not, then you have GPU headroom to spare.
So bit of an update yall, I did manage to snag a 9800x3d so I am officially a 9800x3d enjoyer now.
The difference in performance is noticeable in the way that I don’t notice it in the highs but the lows.
I get a lot less frame dipping low and i feel a lot less latency when raiding with a lot of people spamming aoe.
This is also noticeable in games like total war warhammer3 where I constantly maintain around 100 fps with no lag where as when I was playing with my 5800x I noticed my computer would slow down not just in fps but in game lag in order for the cpu to catch up.
All in all I’d say this was much needed upgrade
