Mythic raiding increasingly becomes tougher and tougher to field a competitive team to clear content. Even fringe Hall of Fame guilds struggle to field a roster that can last a whole tier. There are multiple reasons for this; two of which I wish to talk about and provide a solution.

Firstly, the difficulty of raids, mainly certain bosses: Painsmith, Stone Legion Generals, Halondrus, Anduin - the rest of Sep, Zskarn, Tindral, etc. are extreme pain points for CE guilds arriving to them prior to nerfs. I understand that there are players that wish to have a strenuous and long progression, but many, perhaps the majority of CE guilds wish for far less of a challenge of the Week 14 (approx.) nerfs of Tindral. Create a new difficulty tailored for RWF and Hall of Fame.
Legendary: an evergreen version of each raid that stays in the condition that the first guilds killed them in.
Mythic: Unlocks after the first 10 guilds end the Race to World First. Each of the first 4-5 bosses, depending on the tier, are tuned the same as “Legendary” difficulty. Guilds not attempting for RWF/HoF that want to enter mythic early on would encounter bosses on Legendary difficulty that would be the same as regular Mythic. This allows Blizzard to tune encounters like Painsmith or Halondrus for the Race and HoF, but guilds who encounter those fights weeks later are not waiting for nerfs.
As an aside, monetize the RWF. Utilize the store to create transmogs and mount colors that create revenue for Blizzard AND creates a legitimate prize pool for the RWF raiders. Create a lottery system between the top ten teams and the winner decides the hour in which the raid will open. For example, if Liquid won the lottery roll they could pick noon PST to open the raid (this could be a fun Blizzcon event).
Create a Echo or Liquid Dragonflying Mount that will have Gold, Silver, or Bronze plating based upon their placing in the race. This would easily go for 25-30$ and would also fuel a prize pool. Pick a tierset and make all the colors based around the top X teams. The NFL makes money off of jersey sales. Blizzard can make money off transmog sales.
Simply put, in order to compete in the RWF or HoF a guild would complete all bosses on “Legendary”. Any guild simply pursuing CE would play on the Mythic difficulty.
Raid Buffs
To be succinct, give us scrolls that allow us to pick a buff or two or three that a normal guild could be missing late into prog. We cannot ask our raiders to field 2-3 characters to provide back up on every buff. Missing Mark of the Wild is basically like 19 manning the raid - same w/ DH buff.
*Make Ret Aura and Devo a choice node. If two paladins are chosen Devo overrides Ret. Ret Aura is only a Retribution choice.
Last rant: I am a high M+ player. I care a lot about transmog as well (which a lot of high M+ players don’t care about that as much, is my perception). Why is it that challenge modes in Panderia and Draenor provided some of the most sought after sets/weps in WoW history and I am doing something many times harder and get nothing but a title. Why am I not getting a challenge mode set for getting title every season?
Whose idea was it, in Dragonflight, to give M+ players a ground mount? By the way, it looks stupid. It looks like a dragon beef snack that roams around the grass and is enslaved and domesticated for plowing fields. M+ players should be allowed to achieve high levels of RIO and get things similar to challenge mode sets and weapons.
