leveling a monk and wondering about aoe when EWF is on CD , its true that rushing jade wind puts mark of the crane on targets? because i was worried about having to alt tab around to mark of the crane…but that little talent makes the rotation more easy.
however i dont see any guide recommending rushing jade wind i guess is bad ?
So the usually recommended talent in this tier is Dance of Chi-Ji, it’s damage output is quite a bit better and it’s easier to slip into your rotation. That said, you should play what you find more fun, especially while leveling! Both Fists of Fury and Spinning Crance Kick apply Mark to all targets hit, so you shouldnt have to tab through targets to apply it 
Edit: So sorry! To answer your question, yes! RJW applies mark to all targets.

Only Palm, Blackout, and RSK apply Mark of the Crane to your target. Neither SCK nor RJW apply the debuff.
Right now your main AoE outputs are going to be FoF, Whirling Dragon Punches (if talented), and the Dance of Chi-Ji procced SCKs (if talented). The damage output by SCK, even when increased by 20-30%, is currently lackluster compared to just Blackout Kicking your FoF cooldown away unless the pack is (I believe) 6 targets+. Dance of Chi-Ji procs very consistently. Just casting the procs when you get them and using resources on pushing for more RSKs and FoFs should output a lot more damage.
All this said, there’s a case to be made for a different rotation prioritizing FoF into SCKs using the Jade Ignition legendary memory, but I don’t see a lot of monks using it.
