Runes probably weren’t supposed to go live now. Likely will get hotfixed ASAP, but people who get those runes will be able to keep them.
I can’t imagine this was intended, but could be wrong.
I fully expected Blizzard to just keep all Phase 2 runes from dropping for anyone below level 25 for the first couple weeks of the Phase, but nah… doesn’t seem like they did that very easy, very obvious step.
Maybe it is intentional for every Phase 2 rune to be discovered before Phase 2 even comes out!

Yeah definitely not intended, but its more of a mishap on blizzards end than an exploit.
Its not an exploit if blizz just made a mistake. Why hotfix it though when its gonna be live on thursday anyway. Levels are still locked.

How was it obtained?
I wouldn’t be surprised since because its a mage rune, blizzard made an oopsy with this pre-patch and it was available to drop from something.
Could be a mage farm high level content for example cloth mats. And dropped off from the mobs.
We are up to four runes found so far and multiple books.
Where are you seeing this?

I actually believe this was intended as a patch was just updated and nothing about pre-patch release was discussed. This seems like something we can likely discover-early. I think them releasing the 2 teased runes early is actually amazing.
EDIT: this is actually intended, the 50% xp buff is also live for alts now
Reminds me of when, in Retail, I kept creating Lvl 1 Tauren and running them down to Darkmoon Faire for game prize ticket boxes, you used to be able to trade them and mail them to alts. I could get about 40 tickets per character.
Remember that zeppelin mount they added, for 1,000 tickets?
Yeah, I got that in about two days, lmao.
They made the boxes soulbound shortly after that.
I still got to keep my zeppelin, haha.
