But why would you run those lower level dungeons? If you’re there for a particular piece of gear that you may or may not bank and you roll on it and win over a lower leveled dude then what’s the issue? Surely that rogue specifically ran it with getting that piece in mind so he has every right to roll on it.
If you need it for a role you play or it’s an upgrade you have every right to roll need. If the rules are going to be different than this it needed to be clarified prior to the run as every one joins a group for their own reasons.
If you don’t say anything, it’s a free for all as long as it is a need, no matter how small.

You look out for yourself unless you play with teh otehr guys a lot. Even in guild you can roll against some one if you want.

It makes perfect sense in a pug environment. If you want all loot to be distributed in a manor you deem perfectly fair, then run dungeons in a guild setting that has similar views as yourself.
Otherwise, if you’re in a pug and loot drops need if need, greed if don’t. You may view someone’s need as a greed similar to the way they may view your need as greed. Everyone in a dungeon is putting the work in to kill the bosses, and everyone is going to feel entitled to roll need on what they want. It’s part of Classic, the same way threads like these open up when someone’s undergeared alt/main loses out on gear they want to a player they don’t think ‘needs’ it.
In phase 5 the dungeon 0.5 will be available to earn through a quest line. You need the full dungeon 0 set to start the quest, and for rogues the 4 piece set bonus is huge. Some theory crafters think carrying the correct 4 pieces for that bonus could be the true BiS for rogues. So the grated rogue was likely in the dungeon trying to gather his shadowcraft set so he can be prepared to do the quest to get the gear he needs.
If you’re arguing he shouldn’t get the gear because of when he’ll use it then you’re just making yourself look bad. Wether he equips the item the moment he acquires it, or wether he equips it 2 months from now does not matter in a pug setting. Who knows how many times he’ll even see the shadowcraft chest drop. He needs it, or dropped, he rolled. Plain and simple.

If the rogue was full epics he was probably literally only there for that piece for the upgraded set. A lot of people these days would reserve the piece in that situation vs rolling against random pugs you’re carrying.
Your first mistake is running dungeons as a fresh 60 for T0 gear this long after launch and not being part of a social guild that will essentially carry you through MC for T1.
The official rules are if the button is lit you can clicky click. If you had something else in mind try discussing it with the group or using one of the other loot rules options for the party.
And this is why i detest pugs nowadays. Trying to get pugs that are ok with me rolling need for items that i am after for getting a warlock SR tank set is worse then getting teeth pulled…without anesthetics. Dont even get me going on asking to need dark runes in scholo (just need 20…for my crafted stuff) Its like asking to get TF bindings if they drop.
Back in Vanilla it was a lot simpler than it is now. If you are going to equip the item here and now, you roll need. (OP) If you want the item for other purposes and no one else needs it, you ask and make sure no one is going to equip it before rolling need. (selfish rogue that took your shadowcraft, who has plenty of time until p5 to farm it) If you aren’t ever going to equip the item and you would just sell/disenchant you roll greed. (rest of your group) If you have no interest in the item you pass.
I don’t know what motivated changes to these loot rules, probably the development of the game throughout the years and the result which is the current expansion changing the way people feel about loot distribution. What I have heard about the most recent expansions is that they give all players equal impression they should earn loot individually all at the same time.
In Classic, you have to watch other people get loot that you want and actually be happy for them. Yep, you have to wait for yours. shocker Nowadays with EPGP priority systems, combined with 90%+ of raiders trying to copy perfect character builds that have been theorycrafted over the last 15 years, everyone is super entitled and super loot-hungry - most will take anything on their ‘BiS’ list if they have a chance at it.
I wouldn’t blame players though. Blizzard did this to their game / community over the last 10-15 years. Classic being designed the way it is just makes it obvious what Blizzard’s more recent style of development has done to the community.
usually Need b4 greed. Of course the loot rules should be stated before the run so there are no surprises.
If it was left on free roll for loot then who ever won the need roll gets the loot if you care about who the loot goes to that is why there is a thing called master-looter.

Geared rogue was likely only there for the SC chest for p5 since itll be PreBiS for the P4 > 5 transition.
Should someone roll on an upgrade that’ll be BiS until they nab AQ gear becomes the question, which is most definitely a yes.
The upgraded set of SC in phase 5 also moves the energy proc to the 4 pc bonus, meaning you can wear it with ZG gear and clown suit PreBiS until AQ. It is exceptionally good and better than anything else that will be available for awhile.
The difference is in those lower level instances, the gear is static and likely isn’t ever going to become an upgrade for you. If it is, then you need it.
The only reason a geared player would be collecting their dungeon tier right now is because they know it will be an upgrade soon. If they collect it all and the mats, they can upgrade it all day one. It is a piece of gear that will be an upgrade, and all the pieces are needed to complete the upgrade quests.
Both rogues need that drop. One of them won it. That’s just how it goes; there’s no modifier for “how much do I need it,” the geared rogue needed it too, so they rolled need.

Tier 0.5 4pc is bis for rogues there’s no other reason a geared rogue would be farming the dungeon set pieces otherwise
