I was checking Ruby Feast daily and successfully eating the food rotation to get achievement credit, and also fully completing the quest lines given by Rumi every day. I definitely do not have any quests in my log towards the Feast, and I can confidently confirm that I do not have a stray quest out in the wild that was left hanging for the Ruby Feast progress.
Since two weeks ago (Monday Dec 19th), I was no longer being given any new food or quests. It has been stuck on the Pandaren Chef Sungshin Ironpaw all of this time.
I reached out to GMs in game and was unable to get any help figuring this out, and kept getting pointed to the forum. There apparently is no acknowledgement from the Blizzard side that this is a legit bug, so I’m not sure if this is even being looked into.

I’m also stuck on 6/7 completed and like OP have been stuck here without a chef rotation for the same length of time.

Why is there STILL no Blizzard feedback on this?! Multiple posts, multiple people stuck on progress on this achievement because the meals are NOT changing.
I too have been stuck for 3 weeks now, this is getting ridiculous. And yes I have checked all quest locations, nothing has been missed.

Bumping again to say that I am also stuck on 6/7 tried to submit a ticket and got a “go check the forums” and a ticket marked as resolved. I have completed the quest for this set of food items and have been stuck for over 2 weeks now.

This seems to be fixed as of today? My guildy was also stuck and she was able to progress as well finally.
Finally progressed here too, hopefully this is now fixed.

I had taken the first quest and gone to Lilial Dawnburst, but for some reason didn’t pick up her quests. I had to go down to the Azure Span and talk to her there to continue on.
Each quest after you take it to the corresponding NPC, they’ll give you a follow up quest. You must have forgotten to pick that quest up. Check the chain and see where you are on the chain and you’ll find the quest where you didn’t pick up
