Maybe against something like an affliction lock that has one 3 minute cd and has to set things up but you as a ̶c̶̶r̶̶o̶̶o̶̶k̶̶,̶̶ ̶̶s̶̶w̶̶i̶̶n̶̶d̶̶l̶̶e̶̶r̶̶,̶̶ ̶̶c̶̶o̶̶n̶̶,̶̶ ̶̶t̶̶r̶̶i̶̶c̶̶k̶̶s̶̶t̶̶e̶̶r̶̶,̶ rogue got the toolkit to prevent the use of defensive cooldowns.
