Rogues weak while leveling dungeons?

I’m consistently low the the dps meter as outlaw which I read to be the best dps spec for leveling. I’m at level 43 now, but for every class I leveled typically in full heirlooms I’m pumping the dmg. But as rogue I only keep up with people on one target fights. Should I go another spec?

Rogue Aoe damage comes late compared to other classes.

As said AoE comes later. If you’re assassination take Subterfuge and garrote every target before the 3 secs is up. Then rupture the targets and usually the first garrote applied is close to falling off, so rinse and repeat. That’s all I’ve found to work at lower levels.
