Ideally he would be running Black Belt or EQ, but as you know, he has no other way to get the efficient bonus with his current gear, which is considered almost mandatory, so while I share your opinion that he would be tankier using BB or EQ, he would sacrifice quite a bit to lose Efficiency.
Except that the 3 piece AQ10 set has been BiS for Tank Rogue since AQ40. There is no excuse for not having it when its on a twice a week lockout and then complaining about being not tanky.
His complaint is he is getting killed too easy. You can’t tank “efficiently” if you are dead.
