I have been taking a look at the rogue talents compared to others such as Warlock and Mage (since we are all pure DPS classes) and I see some things that can be changed for the better.
Essentially, we have some talents that are in the Sub tree (other specs have the issue too) that other classes don’t share the same issues.)
A few talents that really shouldnt be talents and would allow for easy reform are the following that are in the Sub Spec tree:
Shadowstep
Shrouded in Darkness
Night Terrors
Cloak In Shadows
Fade to Nothing
All of these talents should be in our Rogue tree, or baked into the Rogue “kit” as baseline for all rogues just as Mages get Poly and Warlocks get Fear. (certain enhances for utility make sense in the class tree)
As far as the Sub Spec tree itself it needs some identity towards it’s talents and tuning towards making Sepsis and Flagellation action buttons that are picked, feel impactful and fun to push, and fit with the class/spec fantasy.
Talents such as “Without a Trace” which gives an extra vanish and “Improved Shadow Dance” I’d recommend being Sub specific traits (along with drastically changing where Shadow Dance is for the other Rogue specs).
My recommendation for the rest of the tree is the following:

Make the left side of the Sub tree be about Symbols play, with the end of the bottom left being more about Sepsis play to try and optimize stealth abilities with symbols.

Make the middle of the tree about altering Shadow Dance abilities and increasing damage in and around shadow dance. Make Dance Macabre baseline and replace it with Death From Above (30 second big since CD of that and Shadow Tech would be fun to line up.)

Make the right side of the tree about Rupture and shadow damage with Flagellation also increasing Shadow damage with mastery + interacting with AOE in some way. (Not sure what to do with Shuriken tornado honestly, I’d be fine with getting rid of it to have Flag interact with AOE in some way? Like increasing Rupture damage and ticks over a time.)
Overall I see many talents in each of the rogue trees as redundant and or utility that has no place in the spec tree over being either spec spells or Rogue Talents.
