Rune seems to be bugged in both its acquisition and usage. The condition to start the discovery of the rune - vising a major city upon level 45 - is bugged. The mail isn’t delivered. Both I and two others have this problem. Prevents the player from accessing the chain at all.
The rune also seems to stop working occasionally for a few friends as well. Not that I would know…
I was having this problem. Hit 50, went to a city and nothing so I did two things. I was on a fresh character and was missing the “C” quest to get the shadowstep rune so I completed it thinking maybe it’s a pre-requisite. I went back to the city and still no mail. Then I realized I hadn’t completed the low lvl quest The Manor, Ravenholdt so I completed it and went back to the city and finally got the mail. I’m not sure if you need to complete the entire “C” questlines as well but you definitely need to complete the ravenholdt intro quest

Hey there i am having this issue aswell i unlocked the rep but still cant get the mail or the quest “fool me twice” to start the quest chain the only thing i havnt done is im missing 3 runes from p2 since i dont use them in the spec i play could this be the issue? thanks for your help.
those 3 runes are
Main Gauche
Poisoned Knife
Waylay
You need to have done all the other “C” runes from his letters and you need to have done the lower level rogue quest taking you to the Manor, Revenholdt.
If you don’t have the letter for that quest go talk to a rogue trainer and click all his options and 1 of then will give you a note.
If you did that then you missed the other “C” runes.
thank you is there a list of the c runes to check if one of those 3 is one so i can focus it? currently grabing main gauche.

yes i know that but couldnt find a list of just the ones from “c” anywhere thats what i was asking for so i dont waste my time on useless runes.
I mean you’re going to know they’re from him because it’s all letters in your mailbox I doubt you missed it

I have completed the C questlines and it still wont unlock this quest for me.
Go make sure you talk to the rogue trainer and do all of the options and 1 will give you a note to go to the Hillsbrad rogue area, forget the name.
It’s the intro quest to that area, do that quest then go back to town and you should have mail from C.

I am in the same boat…even reached out the blizz with them only to tell me they cant help me or reset the questline. I do have any more quest to get…ive done then entire C quest…I am at the part where I should be able to accept fool me twice… Why wont blizzard help me and why cant they understand that this is a bug… It actually tells me I have completed the manaor, ravenholdt questline and the quest in order should be fool me twice…
yup I am on my level 54 rogue and I have done all C quest lines and I cannot get the new letter from C to get Fool Me Twice. I can’t even submit a ticket. I have a level 60 rogue that has the rune, but for some reason it is bugged on my new rogue. Blizzard please help and fix this. It is obviously bugged. I have done all pre reqs
Did you ever get help from Blizz? I submitted a ticket. I am 100% positive I have done all pre reqs as I have done this before. It is absolutely bugged and I am so frustrated
