Do they even stack? The rune says it doesn’t stack with racial or other ring runes.
However, when you apply this rune in combination with weapon expertise, is it stacking?

It’s a rogue talent I believe, and with the wording it should stack.
Can confirm they stack. Expertise shows as a green + stat on your skills, while the ring rune increases the white skill.
